This proposal is a batch of multiple calls. It proposes the following:

• Authorizing the new runtime 1.13.0, which can be found on the respective KILT GitHub release page and that enables the Decentralized Identity Provider (DIP) on KILT Spritinet, KILT's mainnet.
• Setting the right XCM supported version for the Polkadot relaychain
• Setting the right XCM supported version for the HydraDX sibling chain (para ID 2_034)
• Sending an HRMP channel open request with the HydraDX sibling chain (para ID 2_034)
• An on chain remark gathering pre-approval for a follow-up fast-tracked referendum that provides initial KILT liquidity to the HydraDX Omnipool. The remark contains the SHA256 hash of the following document, after downloading as PDF. An example of command to generate the hash of the document is shasum -a 256 <file_path>. The document itself contains the governance process for the fast track, as well as the HEX of the call that will be fast-tracked.
