This proposal enacts the new 1.10.0 runtime for Spiritnet. For more details about the new runtime, please check the [GitHub release notes](https://github.com/KILTprotocol/kilt-node/releases/tag/1.10.0), which also contains the output of the SRTool to verify that the code hash submitted as part of the proposal matches the hash of the new runtime WASM code.

1. There is a proposal to update the Spiritnet runtime to version 1.10.0.
2. The new runtime has some changes and improvements.
3. You can find more information about the changes in the release notes on GitHub.
4. The proposal includes a code hash to make sure the new code is correct.
5. This update will make Spiritnet work better.
